5700XT stutter, and low GPU usage

Hello, I have a problem with playing the game with AMD 5700XT.

It's just not getting boosted in game at all, running at 80MHz and because of that I am not getting more than 15 fps in game.

I am playing in 3440x1440 resolution, maybe anyone had similar problems?
